The problem analysis will (i) identify the problem; (ii) estimate the scale of the problem; (iii) analyse its causes/drivers; (iv) identify who is affected and involved; and (v) assess the likelihood that the problem will persist.

wpf-der-1 (derived)

Frame the problem in this order: verify that a problem or need exists; establish what the problem is and why it is problematic; assess its magnitude and broader impact; then use the diagnosis and discovery stages to understand the problem area and the affected users and their needs.

wpf-der-2 (derived)

Advance from problem framing to the rest of the assessment only when the problem has been identified, its scale estimated, its causes and drivers analysed, those affected and involved identified, the likelihood that it will persist assessed, and its magnitude and broader impact established.

wpf-der-3 (derived)

If the first step cannot verify that a problem or need exists, stop the framing exercise and return to the intake or scoping step instead of proceeding to diagnose causes or develop options.

wpf-der-4 (derived)

Apply the framing techniques throughout so that the resulting problem definition is open and centred on the people affected, reflecting their needs as surfaced during discovery.
